We are talking about iOS 17.6 Release Candidate and iPadOS 17.6 Release Candidate. That is, these are pre-release versions of the operating systems. The firmware can already be installed by users with a developer account.

Unfortunately, Apple has not disclosed the lists of changes to iOS 17.6 RC and iPadOS 17.6 RC. Most likely, the new firmwares contain fixed bugs, as well as various optimisations.
