The sale is intended to strengthen Romania's security as a US partner country, as well as to enhance its ability to counter threats and participate in NATO air operations.

To explain, the GBU-39/B SDB is a US precision-guided bomb weighing 130 kg, with a diameter of about 190 mm and a length of 1.8 m. It is capable of hitting targets at a distance of up to 110 km thanks to its folding wings that increase the range. The tungsten tip allows it to penetrate concrete shelters, and the fuzing system provides flexible detonation modes. Navigation is carried out using an inertial system and GPS.
