OpenAI Is Building Smartphone Chips With Qualcomm and MediaTek

OpenAI is reportedly working with Qualcomm and MediaTek to build a custom chip for a new kind of smartphone — one built around AI agents rather than traditional apps. The claim comes from supply-chain analyst Ming-Chi Kuo, who posted the details on April 27, 2026. Mass production, if it happens, isn't expected until 2028, and no company involved has confirmed the project.

The phone

The device Kuo describes isn't a souped-up Android. It's designed from the ground up for AI agents: software that completes tasks on your behalf instead of launching individual apps. Think booking a restaurant, managing your calendar, or drafting an email — all handled by the AI without you tapping through menus.

The processor would run small language models directly on the device for everyday tasks, then hand off heavier work to cloud-based AI. That split keeps things fast and preserves battery life, while still leaving the door open for more complex requests.

Sam Altman signalled his interest in this direction on April 26, publicly endorsing the idea of a full OS and UI redesign built around agentic AI, per Digital Trends.

The caveats

The report is analyst speculation, not a product announcement. Business Standard notes explicitly that OpenAI, Qualcomm, MediaTek, and any manufacturing partner have all declined to comment.

The manufacturing picture is also blurry. Kuo named Luxshare Precisio as the production partner, but Luxshare denied any involvement back in January 2026. Trendforce reported at the time that OpenAI had already shifted its hardware order to Foxconn, with planned production in the US and Vietnam rather than China — a shift driven by geopolitical supply-chain concerns.

Qualcomm stock jumped 12% after Kuo's post circulated, which tells you more about investor sentiment than about the phone's actual prospects.

What it means

If OpenAI does ship a phone, it would challenge Apple's App Store model directly — the kind of vertical integration the FTC and the UK's CMA have already scrutinised in other contexts. A device where AI agents replace apps is a device where the app economy becomes optional.

That's a big "if." The 2028 timeline is an analyst's projection with no binding commitment behind it. Specs aren't finalised until late 2026 or early 2027, at the earliest. For now, this is a credible leak about a real direction — not a product you can put on pre-order.
