NASA Is Rewriting Mars Contamination Rules for the First Time in 50 Years

NASA has launched a new external review panel to overhaul the rules that stop Earth microbes from hitching a ride to Mars. The group, called M-FORCE (Mars Forward Operational Risk and Contamination Evaluation), was established on August 28, 2026, by NASA's Office of Safety and Mission Assurance. Its mandate: audit protocols that haven't been fundamentally updated since the Viking landers of the 1970s, despite six decades of new data about Mars.

The 50-year-old rulebook

Current planetary protection standards were built around what NASA knew about Mars in the mid-1970s. Since then, orbiters, landers, and rovers have mapped the planet's atmosphere, surface chemistry, and radiation environment in detail. Holding to Viking-era thresholds today means applying half-century-old risk math to billion-dollar modern missions.

The cost pressure is real. Sterilization procedures consumed more than 10% of Viking's roughly $1 billion budget, per the Planetary Society. Estimates suggest that cleaning spacecraft destined for Mars "special regions"—areas where liquid water might exist—could run to $500 million per mission under current rules. With commercial operators accelerating their own Mars timelines, the economics of blanket sterilization are increasingly hard to justify.

From "destroy everything" to calculated risk

The shift M-FORCE is exploring is a move from prescriptive sterilization—kill every microbe, regardless of context—to a probabilistic model. The idea is to calculate the actual likelihood that a stray Earth organism could survive launch, transit, landing, and then thrive in Mars's harsh environment. If the Martian surface itself acts as a natural sterilizer, acceptable contamination thresholds could be relaxed accordingly.

The panel draws on outside specialists from academia, industry, and research labs, and pays participants for their time. Its report will be published openly and is expected within three months. That timing matters: NASA's internal planetary protection directive (NPR 8715.24) expires in September 2026, making M-FORCE's findings directly relevant to whatever policy replaces it.

The enforcement gap

There's a complication. International planetary protection standards are set by the COSPAR Panel on Planetary Protection, headquartered at CNES in Paris. NASA follows these guidelines, but they are non-binding under Outer Space Treaty Article IX. As the Planetary Society notes, there is currently no agreed compliance framework for crewed missions—and no US federal regulator with authority to compel SpaceX or other private operators to follow whatever rules emerge. Relaxing standards without closing that gap could leave the updated framework with no teeth for the missions that matter most.
