The transaction was made on November 10, 2021 at 20:32 Kyiv time. At that time, the value of 2207 Bitcoin coins was approximately $149.9 million.

How the investor had the patience to wait all this time is unknown. Perhaps, he simply could not restore access to the wallet. It should be noted that similar stories occur quite often.
