OpenAI CEO Sam Altman said the move is "opportunity to attract world-class talent".
The announcement comes after Altman criticised the EU's AI Act. Meanwhile, the UK is planning some sort of "pro-innovation" regulation.
"We are eager to build dynamic teams in research [and] engineering... to reinforce our efforts in creating and promoting safe AI," said OpenAI's VP of People Diane Yoon.
The UK aims to become one of the world's leaders in AI. The country's government has said it has invested £2.5bn in the industry since 2014.
