China has issued regulations on the use of facial recognition systems
The Cyberspace Administration of China (CAC) has published draft regulations governing the use of facial recognition systems within the country.

According to the document, the use of technology must comply with laws and regulations, observe public order, respect public morality, bear social responsibility and fulfil duties to protect personal data.
It is forbidden to use systems to "analyze [...] ethnicity or religion". Data about individuals can only be processed with the consent or written authorisation of the individual, the document says.
In addition, it is forbidden to use technology to "endanger national security, harm public interests".
An article in the document states that such technology can only be used if there is a specific purpose and sufficient need, and strict safeguards are in place.
It stipulates that the rules do not apply to those "not required by laws and administrative regulations to obtain personal consent" The CAC did not specify who exactly it was referring to.
The rules will come into force on 7 September after a public consultation period.
