US Congress wants AI developers to pay for data to train neural networks

A US Senate hearing has heard calls for mandatory payment for the data that tech companies use to train artificial intelligence systems.

Senators from both parties said companies like OpenAI should pay media and other content owners for its use in generative AI projects. According to them, this is not only morally right, but also required by law.

Representatives of the media industry supported this stance, pointing out that tech giants are using their content without demand and thus damaging the industry. They called for clarification that such practices are not protected by the principle of "fair use" and constitute copyright infringement.

At the same time, independent experts warn that mandatory data charges may not be effective. In their opinion, it is likely to create barriers to the development of AI by small and medium-sized companies.

Nevertheless, bills are already being drafted in Congress to encourage the licensing of training data for AI, although it's unclear exactly how they will be implemented.
