ASML depends on US-origin technology, so the company makes many of its decisions based on the US sanctions policy. For this reason it stopped hiring citizens of Russia, China, Iran, Syria, North Korea and about two dozen other countries.
The main point in this situation is that it is legitimate to refuse applicants employment. This is the conclusion reached by the Institute for Human Rights. The agency said ASML's decision not to hire people with the passports of certain countries does not constitute discrimination on the basis of nationality.
The investigation was launched after a human rights organisation in Rotterdam lodged a complaint. ASML immediately said it cannot employ citizens of countries on the U.S. sanctions list because it is a violation of U.S. law. It is worth noting that the company can also refuse applicants based on their nationality.
