The problem is called "sticky scrolling" and it occurs because Android turns off scrolling inertia.
Users have been reporting this issue for some time now, but there is no clear answer from Google yet. One post on Reddit describes that the problem first appeared on Android 13 and continues on Android 14. It seems that the inertial scrolling issue only affects the home screen, but there are conflicting reports.
Some reports indicate that the glitch may be related to an update to the Android operating system on the device, and owners are hoping for a quick fix from Google.
