The missile is an upgraded version of the Kh-22 air-to-surface missile, which was developed in the late 1980s but briefly frozen due to the collapse of the USSR. The first tests took place in 1998, and in 2008, the Tu-22M3 was updated specifically for the X-32. It was only in 2016, after many attempts, that the missile was successfully tested and adopted, with plans to upgrade 30 Tu-22M3 aircraft to Tu-22M3M.
