Ilon Musk would be willing to release the Tesla Phone if forced to by Apple and Google
Ilon Musk has said that Tesla is not going to release a smartphone unless Google and Apple start censoring apps and acting as strict controllers.

In an interview with the Joe Rogan Experience podcast, Musk noted that Tesla could create a smartphone without Android and iOS, but that is not a priority for the company. He emphasised that Tesla would only pursue this if absolutely necessary, unless Apple and Google start acting to the detriment of users.
Musk also noted that Tesla has software that could form the basis for a smartphone, as well as the ability to use the Starlink satellite service for communication.
However, creating a successful smartphone without Android or iOS is challenging, as Microsoft's experience with Windows Phone has shown. Even using Android is no guarantee of success, as Amazon showed with its 2014 Fire Phone. This could also be the reason why the billionaire is not invested in making a Tesla Phone.
