Here's What We Know
French blogger j0nathan has repeatedly proved that he is well acquainted with Ubisoft's plans and provided reliable information. He reported that the Black Flag remake will not feature any drastic changes or brand new mechanics, nor will there likely be an expansion to the story. The insider warns that Project Obsidian will not compare to remakes of Resident Evil 2 or Final Fantasy VII and will only offer improved graphics and increased detail.
Don't expect much from the Black Flag remake: it will mostly be a graphical upgrade with minor gameplay improvements, but overall the game will be the same. Unfortunately, it won't be on the same level as the RE2 or FF7 remakes.
