The film's events unfold in Birmingham in 1940 against the backdrop of World War II. Tommy Shelby, reprised by Cillian Murphy, returns from forced exile to face the most devastating consequences of his own decisions. The future of his family and country is at stake. According to franchise creator Steven Knight, it will be an "explosive chapter" of the story, where the heroes of "Peaky Blinders" find themselves in the whirl of war.

The film is directed by Tom Harper, who previously worked on the series. The screenplay was written by Steven Knight. Cillian Murphy noted that he is happy to collaborate with the team again and called the film "a story for the fans."
