Sam Raimi wanted to invite Angelina Jolie and Anne Hathaway to the 4th Spider-Man movie, and the main villain was to be Vulture
As reported by The Direct, Sean O'Connell's book "With Great Power" gives details about Sam Raimi's fourth Spider-Man film starring Tobey Maguire.

The main enemy of Spider-Man was supposed to be Vulture. In the film, Raimi wanted to show Vulture differently than in the comics. For example, he was supposed to be a guy who did a lot of ugly things for the government. And on his costume, the feathers were designed to twist like sharp blades. But the character had to die, and his work would be continued by Bitch, a heroine who never existed in the comics. And Angelina Jolie was to play her.
Jolie in the film was also to play the role of an experienced executive who represents a firm trying to buy the Daily Bugle.
Coming back to Vulture, he was to be played by John Malkovich. One of the main scenes of the Vulture with Spider-Man would have taken place on a rooftop in midtown Manhattan. Peter was badly wounded, but would have killed the villain at the last moment.
Another character who could appear in the fourth film was Felicia Hardy, aka Black Cat, played by Anne Hathaway.
Artist Jeffrey Henderson also said that Sam Raimi was going to make his last Spider-Man movie and go out on a high note. He wanted to do it his way. No compromises. No last minute "change this, change that" orders from the studio. But, unfortunately, the film never went into development.
