Initially, ŞİMŞEK was designed as an aerial target to test the capabilities of ground and sea air defense systems. It was developed on the basis of a catapult system that can be installed on ships.
In 2020, ŞİMŞEK was integrated into Turkish Aerospace's Anka S strike unmanned aerial vehicle. In 2021, it was turned into a loitering munition by installing a live charge and guidance system from Roketsan.

ŞİMŞEK can now attack the enemy himself. The kamikaze drone supports autonomous flight and has GPS guidance, which allows you to destroy targets at a great distance. Loitering ammunition can deliver explosives up to 70 km and stay in the air for up to 45 minutes. The maximum payload weight is 5 kg.
ŞİMŞEK is equipped with a turbojet engine. The development of the air target at that time began in 2009. Last year, the CEO of Turkish Aerospace announced plans to produce a hundred loitering munitions annually.
