Europe's answer to dependence on US-controlled satellite infrastructure just cleared its biggest bureaucratic hurdle. The European Commission finalised its implementation agreement with the SpaceRISE consortium on August 6–7, 2026, moving the IRIS² satellite programme from planning into full-scale deployment. The total bill: €15.6 billion — more than double the €6 billion figure cited when the project was first announced in 2022.

What IRIS² actually is

IRIS² stands for Infrastructure for Resilience, Interconnectivity and Security by Satellite. Despite constant comparisons to Starlink, the two systems serve fundamentally different purposes. Starlink — with over 10,000 active satellites — targets consumer and commercial broadband. IRIS² is built from the ground up for governments and militaries: secure, encrypted communications that can't be switched off by a foreign private company during a crisis.

The constellation will consist of 348 satellites: 330 in low Earth orbit (LEO) and 18 in medium Earth orbit (MEO). That's a fraction of Starlink's scale, and deliberately so. An additional 66 satellites were added specifically for defence and security roles. The SpaceRISE consortium — anchored by satellite operators SES, Eutelsat, and Hispasat, with Airbus Defence & Space and Thales Alenia Space among the industrial subcontractors — will handle construction and operation.

The cost and the timeline

Funding breaks down as €6.5 billion in public money from the EU and ESA, with more than €4 billion expected from private investors. National contributions are significant: Spain has pledged the largest single share at €1.6–2 billion, followed by Poland at €656 million and Hungary at €500 million.

First satellite launches are targeted for 2029, with services rolling out progressively through 2032. That three-year runway is a real vulnerability — geopolitical tensions aren't waiting for a launch schedule, and Europe's reliance on Starlink and other US-controlled infrastructure remains acute until then.

Why the cost jumped so sharply

The original €6 billion estimate dates to 2022 and reflected an earlier, smaller design. The revised total of €15.6 billion accounts for a significantly larger constellation, the added defence-specific satellites, and the full cost of ground infrastructure. Cost growth at this scale mirrors other large EU industrial programmes, and critics have already pointed to the gap between the initial pitch and the real price tag.

per ESA, the programme will also extend broadband coverage to underserved parts of Europe and Africa — a civilian benefit layered on top of the primary security mission. Whether it delivers on time, and on the revised budget, is the question European taxpayers will be watching closely through 2029.
