Apple is probably testing the iOS 18.2.1 update for the iPhone, as evidenced by analysts from the MacRumors website.
According to the iPhoneSoft website, all iPhone models that support iOS 18 will be able to upgrade to iOS 19. This means that owners of the iPhone XS, XS Max and XR released in 2018 will also be able to install the new operating system since they support iOS 18.
