Nokia has requested permission from the U.S. and Finland to supply equipment, but will withdraw completely from the country after the current commitments

Nokia plans to leave the Russian market, but only after it fulfills its current obligations.

Here's What We Know

Nokia wants to send telecommunications equipment to Russia as part of earlier agreements. For this purpose it has requested expert licenses from the Bureau of Industry and Security (BIS) of the United States and the Ministry of Foreign Affairs of Finland.

The equipment will be supplied from Finland, and part of the patents are registered to the French-American company Alcatel-Lucent. In this regard, Nokia must obtain export licenses from both the U.S. and Finland.

Nokia will send to Russia the spare parts necessary to maintain the already deployed networks. If the company receives all the necessary documents, it will take a year to fulfill all obligations to customers. After that Nokia will liquidate its Russian representative office and leave the market.
